CONSTITUTION AND BY-LAWS OF THE BROWN COUNTY DEMOCRAT CLUB  

ARTICLE I.  The name of this Club shall be the Brown County Democratic Club and its purpose shall be to promote and advance the interest of the Democratic Party by aiding and assisting the county democratic committee and the state and national organizations.

ARTICLE II.  Any member of the Democratic Party may, upon application and the payment of five ($5.00) dollars for the current year’s dues become a member of the Club.

ARTICLE III.  The officers of this Club shall be a president, vice-president, secretary and treasurer.  Said officers shall be elected at the January meeting each year and shall serve until their successors are elected and qualified.  The election of officers shall be conducted in the manner and according to the custom usually followed by political clubs and in each instance the candidate with the highest number of votes for the office voted on shall be declared elected.

ARTICLE IV.  The annual dues of this Club shall be five ($5.00) dollars and shall be due and payable at the January meeting.

ARTICLE V.  Ten members of the Club shall constitute a quorum for ordinary business meetings, and for the election of officers.

ARTICLE VI.  Meetings shall be held monthly, on the third Wednesday.  Special meetings may be called upon the call of the president or on written request of five (5) members.

ARTICLE VII.  Robert’s Rules of Order Revised shall be the authority of the Club on all matters on which the constitution is silent.

ARTICLE VIII.  The Club President shall supervise the activities of the Club.  The president shall preside at all Club meetings.  In case of the permanent absence of the president the vice-president shall become the president.  The secretary shall keep a record of all Club meetings, read to the Club all official communications, attend to the correspondence of the Club, and keep records of the Club membership.  He  (She) shall issue the call for all special meetings upon instruction of the President.  The secretary shall collect dues of the Club and shall receipt therefore.  He (She) shall turn over all moneys received by him to the treasurer and shall receive from the treasurer a receipt therefore. 

The treasurer shall receive from the secretary all moneys collected by the secretary and give receipt therefore.  He shall pay money only upon the order of the secretary and president.  He shall make all financial reports required by the election laws.  His account shall be audited each year by a committee appointed by the Club President.

ARTICLE IX.  Additional committees will be set up and manned as deemed necessary by the club or by the president.

ARTICLE X.  The order at each meeting shall be:

A.        Call to Order and Pledge of Allegiance

B.       Reading of minutes

C.      Report of treasurer

D.      Report of committees

E.       Business of meeting

F.       Opening discussion

G.      Adjournment and social activity

ARTICLE XI.  These By-Laws may be amended at any regular meeting of the Club by two thirds affirmative vote of those present and voting provided that the proposed amendment shall have been presented in writing at a previous me
